The Old Man resides at the top floor of Sugamo Prison, which is only accessible after Tokyo gets flooded.
If the Hero is on the Law route, he must recruit Uriel, Raphael, and Gabriel and then visit the Old Man. Interested in his goal, the Old Man fuses the three Archangels for him, which results in the creation of the Angel Ring.
If the Hero is on the Neutral or Chaos routes and tries to visit the Old Man, he will simply tell him to go away.
