10BIT first appears in an optional event in Ikebukuro on the third day, where Atsuro catches a brief glimpse of him.
Later, on either the same or the fourth day, the party will find him gravely injured attempting to escape a demon attack in Eikokuji. He will explain that he has been on the run since his friend—Shoji's mentor—left him a file containing information about a government cover-up. 10BIT has placed the information on a COMP which he entrusts to Atsuro before passing away from his injuries.[2]
If the party decides to check out what is on the COMP they will learn that 10BIT had discovered that the PSE law, a law supposedly meant to regulate consumer electronics, had a secret purpose as a weapon—the UEM Field. All electronics that go through the PSE inspection have a secret chip installed that allows them to be remote-controlled by the government. By turning on and controlling the output of all electronic devices in Japan, the government would be able to flood the country with Ultra Electromagnetic waves, frying living beings.[3]
If the party knows about this, they will be able to confirm with Misaki Izuna that the "final option" the government will use to kill everyone inside the Yamanote line is the UEM Field, and that it was originally created as a self-defense measure against invading forces. Atsuro speculates that the reason for the blackout at the start of the lockdown was due to the government preparing to use the UEM Field.[4]
On the sixth day, the party can tell Shoji the truth about the PSE Law and about 10BIT's death, giving her some closure about the disappearance of her mentor.
