A garrote is a thin wire or string of metal fastened around the neck that is repeatedly tightened until death from asphyxiation. It can also be used as a torture method via constricting limbs and cutting off blood flow.
Design
It appears as a stereotypically dressed prisoner in a black and white striped uniform and a nametag reading "DEATH" with the prisoner number 444 who has been crudely tied to a chair with ropes by his ankles and wrists. The prisoner is fastened with a metal collar-like garrote around their neck, their throat crushed from it being tightened. Their skin is a bluish purple as if they have been suffocated, with their mouth open, tongue out, and no pupils.
